About the Project
The current Long Range Transportation Plan (LRTP) –
Mobility Action Plan 2015 was
adopted by the Centre Region Metropolitan Planning Organization in February, 1995
to comply with the Intermodal Surface Transportation Efficiency Act (ISTEA) of
1991 and the Clean Air Act Amendments (CAAA) of 1990. Federal regulations require
that Long Range Transportation Plans be updated every three to five years for
a metropolitan area to be eligible for federal transportation funds. It will serve
as the official, adopted plan for the metropolitan area. The Long Range Transportation
Plan is being prepared through a partnership of Centre Metropolitan Planning Organization (CMPO), Centre County Government, Centre Area Transportation Authority
(CATA), and PENNDOT and it will serve as the official, adopted plan for the metropolitan
area.
In order to identify the need for improvements to the transportation
system in Centre County, an in-depth analysis will be completed to determine existing
and future land use patterns and population growth. By examining this data, future
traffic patterns will be projected and subsequent improvements will be identified.
In accordance with the intent of ISTEA and the Transportation
Equity Act for the 21st (Century TEA-21.) The Plan will cover all transportation
modes including highway, transit (bus, rail), air passenger, freight (highway,
air and rail), and non-motorized (pedestrian/bicycle). CATA provides public transportation
services in the County. The plan will evaluate current and future service.
The LRTP process will be closely coordinated with major transportation
projects being advanced by PENNDOT, such as the Route 322 Corridor
– O Project and the South Central County
Centre Transportation Study.
Centre County is currently preparing a new County Comprehensive
Plan. The LRTP will serve as the basis of and technical foundation for, the transportation
element of the New County Comprehensive Plan.
There are eight different tasks which are necessary in order
to prepare, devise and finalize the LRTP. Not only are they important in the preparation
of the LRTP, but they serve as the basis for the entire plan.
